I say to my students, “ If you find a mistake on Wikipedia, change it, and if it is controversial explain what you have done on the talk page. Other editors can then join in. Don’t expect an instant reply- editors have lives” “Cover your edits with a reference” “No copyrighted material should be included, in the UK an OGL license covers a mass of material ,if in doubt discuss it with us on the talk page.” “Generally use your own words, they lead to better prose though there are exceptions. For example lists and tables, if in doubt discuss it with us on the talk page.” The blocking editor has experience in copyright violations but little experience creating and writing articles, and little experience in this field. She states in post that does not wish to. And was not willing to clarify her thoughts for WP:WPSCH. The talk page is for dialogue and not just a pin board for admin templates. Several admins have examined the text and would have made corrections if a problem was serious. Other admins User:Mike Peel have suggested that the blocking editor modifies her approach. 29 Sept 2020. Earlier this year I was contacted by the experienced editor Clive Huggins User:SCHolar44 who had discovered this block, and looked at the revision history for Northern Ireland Curriculum. “The first item I looked at was her 5 August 2021 deletion of material from https://www.academia.edu/1556978. On seeing it was a UNESCO paper, I thought “Surely this will be copyright-free?” — and so it is. https://www.unesco.org/en/publications states: "Open Access policy In order to help reduce the gap between industrialized countries and those in the emerging economies, UNESCO decided in 2013 to adopt an Open Access Policy for its publications by making use of a new dimension of knowledge sharing. Open Access means free access to scientific information and unrestricted use of electronic data for everyone.” The refererence to https://link.springer.com/article/10.1007%2Fs11125-008-9044-3 is contentious. Any of the Springer Verlag articles since 2013 are tagged as Open Access, which contains the text: Open Access This article is licensed under a Creative Commons Attribution 4.0 International License, which permits use, sharing, adaptation, distribution and reproduction in any medium or format, as long as you give appropriate credit to the original author(s) and the source, provide a link to the Creative Commons licence, and indicate if changes were made. I assumed this covered the article from their back archive , and so it too would now be considered Open Access, on reflexion, I cannot tell. If the intervening admin also had doubts, the correct procedure would have been, to revert and discuss it on the talk page which I had suggested. Given the editors previous interventions, she would have better served by declaring a conflict and to have passed the perceived issue to a more neutral admin.
