കാലാവസ്ഥാവ്യതിയാനത്തെ കുറയ്ക്കുന്നതിനു വേണ്ടി ഐക്യരാഷ്ട്രസഭ കൊണ്ടുവന്ന പദ്ധതിയാണ് ക്യോട്ടോ പ്രൊട്ടോക്കോൾ^[6]. 11 ഡിസംബർ 1997 ൽ ജപ്പാനിലെ ക്യോട്ടോയിൽ വച്ചു രൂപീകരിച്ച ഉടമ്പടിയിൽ 191 രാജ്യങ്ങൾ ഒപ്പു വച്ചിട്ടുണ്ട്. വികസിതരാജ്യങ്ങൾ, പ്രത്യേകിച്ചും അമേരിക്കൻ ഐക്യനാടുകൾ കാനഡ തുടങ്ങിയവർ ഇതിനെ ശക്തമായി എതിർക്കുന്നു. 2011-ൽ കാനഡ ഔദ്യോഗികമായി കരാറിൽനിന്നു പിന്മാറി. കരാർപ്രകാരം ഉടമ്പടിരാജ്യങ്ങൾ ഹരിതഗൃഹവാതകം പുറംതള്ളുന്ന തോതു കുറയ്ക്ക്ണം.^[7][8] കൂടാതെ അന്തരീക്ഷത്തിലെ കാർബൺ മോണോക്സൈഡിന്റെ അളവ് കുറയ്ക്കാനും ഈ പദ്ധതി ലക്ഷ്യം വയ്ക്കുന്നു.
