Hello, I'm not Yuser. But I may indeed be able to answer your questions.
! stands for "not" in some computer programming languages. A logical statement such as (A and B) can be negated, or if you prefer, made its opposite, by putting a ! infront of it. I can only assume the point is that vote is the best term for what it is, but since the overall process ISN'T a vote but an attempt at building a concensus, they choose to say it's "not vote" or !vote.
Wikidefcon is a little bit of fun, mixed in with some usefulness. It's a play on Defcon used by the US military; it is a way of informing users what level of vandalism is currently going on.

How am I a sockpuppet of Tooj117? I have performed no vandalism at all, or not even acted like Tooj117 (yes, I have found out who he is), or not even uploaded any images. Aren't blocks for when a user is harming the encyclopedia? I have contributed to this encyclopedia for almost three months now. If I did anything wrong, such as the one time I accidentally tagged an article with db-empty instead of db-band, I immediately apologized. I did not vandalize an article, nor did I attack a Wikipedian. Not once did I receive a warning from a fellow Wikipedian to stop this or that. I have tried to be the best Wikipedian I could be. You may go through my archives and check for any warning Wikipedians have gave me. My last contributions were welcoming IPs, helping AndonicO with on the talk page of WP:UPH, making changes to some articles but documenting those changes in my edit summaries, congratulating two users, thanking a user, and asking some questions. Yes, I have admittedly talked to a few of those users listed in November and early December, because I know the users in real life. I know Trevor, but I am not Tooj117. Third, you say that I might be reformed vandal. Sorry, but I cannot say that I am reformed vandal, because I am honest when I say that I have never vandalized Wikipedia. By looking at Tooj117 and his sockpuppet's edits, they are blatantly violating WP:NPA. I have always strived to be nice in all situations. Moreover, I have not vandalized this encyclopedia. Sd31415 is the only account I have, in addition to my IP, which has been autoblocked. Now, why should I ask a sysop to unblock me? First, I believe my block was unjust. The reason was "sockpuppet," which Tooj117 has used for "abuse, libel, or ban evasion." I have not abused Wikipedia. I have not abused the articles, but rather made helpful changes to them. Nor have I abused the editors by attacking them; ask one of the users that I have talked to. Second, I believe that through my near 2,600 edits, I have helped improve this encyclopedia. If am correct, the CheckUser checks IPs used by the user, such as me. If this helps, one of the IPs I use is my house. The other IP I use is my school's IP, which is blocked for repeated vandalism (which I have not engaged in). My school has over 1500 students using the school IP. And checkuser also typically checks to see who the IP is registered to, as previously there was evidence that I had vandalised through an IP address, but I was cleared on account of the fact that I was known to have used that IP address for other things long before the checkuser. Checkuser may sometimes indicate that people are not sockpuppets incorrectly, but it rarely indicates they are sockpuppets incorrectly. Thanks for the kind note. Also, I have found my school's IP, 68.185.199.64. However, getting back almost 2,600 edits is not easy. That is why I would liked to be unblocked. I have already established a good reputation with users. I am not the person who created accounts Tooj117, etc., but I know him (Trevor, as you have said before). I would like to know why my classmate's behavior on Wikipedia warrants my blocking. I have always "stayed out of trouble from day one" and always will. If I create a new account, I will still have to use my school and home IP (and account creation is blocked on both). If you could provide just one more explanation, that would be appreciated. I would also like for you to talk a look at Geekler's talk page. I remain civil, while he is continually vandalizing his talk page. Hey, thanks so much for supporting my recent RFA. A number of editors considered that I wasn't ready for the mop yet and unfortunately the RFA did not succeed (69/26/11). I would like to ask you to remove the images from your signature. I really admired your resourcefulness in creating it. However there are two important considerations. First, the wikipedia policy about signatures specificaly says "Images of any kind should not be used in signatures" and explains why. Hi Sd31415, just wanted to let you know that your reversion of vandalism to this article on 20 January didn't quite work as you expected because you used Popups to do the reversion, and there were two sequential edits by the vandal.
