I found that in the same source that mentioned the DEA report, and must have misunderstood them -- they were talking about Nyquist alongside the DEA report, and I thought that they were saying that he said that in the report. Apparently not, however, it seems that he did say many such things and I'm looking for the exact quote (see [1]) for instance. Anyhow -- sorry about the misunderstanding, and just wanted to confirm that it was a mistake on my part.
