The edits I've seen look mostly fine and contain minor grammatical errors at most that can be easily fixed. Personally I don't see much of a reason to do anything about this editor. Looks like they're making good faith edits and that their English just needs work (which is completely OK here as long as they are able to communicate effectively). Hello - you recently declined the article at Draft:Helen Kales because it did not meet WP:GNG. For Kales, the appropriate criteria to meet is WP:PROF and Kales meets criteria #5 as a named professor. While the article is a stub, the details needed to verify her position as a named professor are included in the article. In addition, her work has been cited in the New York Times, and those details are cited in the article as well.
Can you please take a second look at this article?

There are a few issues right off the bat:
No references should be in the lead, those should be in the body of the article. Ideally, the lead should be a summary of the contents of the article, see MOS:LEAD - the sources should be cited in the body instead. See my article It (character) for an example of how to do this. No information should appear in the lead that isn't in the body of the article in a little more detail.
Additionally, the article's form needs work and/or expansion. Most artist articles include a section on their life or history, which this draft lacks. You can see a list of good art-related articles at Wikipedia:Good articles/Art and architecture. Have a look around there and pick an article about a similar artist or group of artists and try to match the form and tone in that article.
In regards to the NPOV issue, have you done any research into A. A. Murakami's reception? As in, how did others see their work? What type of reviews did their art get (good, bad, mediocre, etc. and the reasons why).
You should also double check against the notability criteria for artists (WP:ARTIST) and if they meet the requirements, then you need to say so with the relevant sources. For instance, if their work has been included in the permanent collection of a notable gallery or museum (like you say it has), then that should be cited. I'd imagine the museum websites would probably have something on them that you can cite. If one of their works has been significant enough to become the primary subject of multiple independent reviews or news articles, then cite them. I don't really see that present in the article.

MOS:AT has some good guidance for how to format new sections. Are you asking in terms of how to divide up an article into sections, or are you asking what wikitext to use?
For images, you can use the file upload wizard and follow the steps on the page. Please make sure you have permission to use the image, know which license the image is released under, and are familiar with Wikipedia's policies on copyright and fair use.
In my experience, citations are best added in the visual editor. Navigate to the place in the article you would like to insert a citation, then click the "Cite" button near the top of the editor. If you have the URL (for websites) or ISBN/DOI number (for books, journals, etc.) then you can put that in there under the "Automatic" tab and it will automatically generate a citation for you. If that doesn't work, you can use the "Manual" tab to fill out the details manually and then click "Insert". For the citation guidelines, please see WP:CITE.

You have gotten rid of most of it (good!) but for starters I see a documentary expositing the plight and strength of children aging out of foster care as potentially needing a rewrite, as "expositing plight and strength" seemed to me like it could be better replaced with "on".
